Bolivia sits far from the Gulf and has no confirmed embassy here, which shapes how you plan. The UAE Ministry of Foreign Affairs lists the Plurinational State of Bolivia as visa required, before travel. A Dubai company files the tourist visa on your behalf, then you fly with the e-visa.

Bolivia's side of the story
A Bolivian news report dated quotes the foreign minister on plans for embassies in the UAE, Saudi Arabia, Morocco and Qatar, subject to budget. We could not confirm this from an official page. Until a mission opens, ask the Bolivian foreign ministry which office handles your passport or documents.
Long haul paperwork
Flights from La Paz or Santa Cruz usually connect. Airlines check your UAE visa at the first departure airport, so the e-visa must be ready before you leave Bolivia. GDRFA wants a passport with 6 months left, a return ticket and health insurance valid in the UAE. You must enter within 60 days of issue.
With family in the UAE
A resident relative can sponsor a visit through ICP instead: AED 100 for the application and AED 100 per month. Their salary must reach AED 4,000 for a first degree relative or AED 8,000 for a sibling.
Extending
A tourist visit can be extended inside the UAE. ICP caps it at 120 days in total. See the visa extension guide.
