Madagascar is on the UAE foreign ministry's visa required list, so a Malagasy passport needs a Dubai visa before boarding. A UAE tourism company files a GDRFA tourist visa from AED 210 for 30 days. Someone with UAE residence can sponsor a family visit instead.
What the tourist visa costs

Madagascar's rule on Gulf domestic work
Madagascar banned domestic worker travel to Gulf countries in . A US State Department report from said the ban stood, and that illicit agencies got round it by routing workers through Comoros, Kenya, Mauritius and South Africa. We found no newer government text, so we cannot say how it is applied today. What we can say is that a visit visa gives no right to work. A recruiter selling a household job on one is asking you to break the rules of both countries.
