Malawi is on the UAE's visa required list, so a Malawian passport needs a Dubai visa before you travel. A licensed UAE tourism company files a GDRFA visa from AED 210 for 30 days. A resident relative can sponsor you through ICP. A job needs a permit from an employer.

Papers for Lilongwe or Blantyre
Passport valid 6 months past landing, a clear colour scan of the photo page, a white background photo, a return ticket and UAE health insurance. A family visit adds the host's Emirates ID, residence visa and proof of the relationship.
Job offers: check before paying anyone
A news report of quotes Malawi's foreign minister saying the government will review its labour export agreements to add safeguards against exploitation. The report lists deals with Qatar, Israel, Oman and Kuwait, and not the UAE. It is a news report, not a government text, so we cannot say what the rule is today.
The safe habit is simple. Pay no recruiter for a UAE job until the employer shows a real work permit offer. A tourist visa cannot be turned into a job.
