Timor-Leste passport holders need a Dubai visa before they travel. The UAE foreign ministry lists the Democratic Republic of Timor-Leste as visa required. A Dubai tourism company or a UAE airline files a GDRFA visit visa for you. The government fee is AED 210 for 30 days and AED 315 for 60 days, and GDRFA names 48 hours for a complete file.

Costs
Multiple entry visas run AED 315 for 30 days and AED 525 for 60 days. An extension through ICP is AED 100 plus AED 500. If you stay past your date, the fine is AED 50 a day. Figures read on on the GDRFA and ICP pages.
A long way round
Dili has no direct flight to the UAE that we know of, so you will change planes, often in a hub in South East Asia. Each stop can have its own transit rule for a Timor-Leste passport, and a UAE visa does not cover them. Send the whole itinerary. We mark every leg that could need extra paper.

The Timorese mission
The foreign ministry list of missions in the UAE includes the Democratic Republic of Timor-Leste. A Timorese government page on its services here did not open for us. Ask the mission for passport help. It plays no role in a UAE visa.
