Expats in the UAE who need a visa for Azerbaijan usually apply for the ASAN e-visa online before flying to Baku. Your passport decides whether you need it, not your UAE residence. The state site, evisa.gov.az, blocked our checks, so we cannot confirm the fee, the stay or any resident rule. Dubai agencies charge about AED 177.50 to AED 399 for the service.
What we could and could not verify
We hold this site to one rule: numbers only from official pages. For Azerbaijan that leaves a short list.
What is clear:
- The e-visa system is called ASAN Visa and lives at evisa.gov.az.
- Dubai agencies sell it as a standard product for residents heading to Baku.
What we could not confirm on :
- The government e-visa fee in USD.
- The length of stay and the number of entries.
- The official processing time.
- Whether a UAE residence permit gives any easier route, such as a visa on arrival.
Blogs often say UAE residents get a visa on arrival in Azerbaijan. Some say it depends on your nationality, some say on your residence. We found no official page that says so. Until one does, treat it as unconfirmed and get the e-visa first. Being refused boarding in Dubai costs more than the e-visa.

What Dubai agencies charge for Azerbaijan
Dubai visa agencies publish about AED 177.50 to AED 399 for an Azerbaijan e-visa (published prices of 5 Dubai agencies, checked ). Most list a 30-day single entry product. Some list a separate express price. Few say whether the government fee is inside the price, so ask.
Do you need the e-visa at all
Start with your passport. Azerbaijan's rules are passport based in everything we could read. Your UAE residence is useful as proof of where you live and work, but we found no official line that it waives the visa.
- Emirati citizens: check with the airline and the Azerbaijani embassy. We did not verify UAE passport terms for this page.
- Indian residents: Dubai agencies publish a separate Indian price for the Azerbaijan e-visa, which tells you Indians do use it. Confirm on the ASAN nationality list.
- Everyone else: pick your nationality on the ASAN site. It shows whether you can apply online, and some passports may not need a visa at all.
We did not get a readable nationality list from the official site, so we do not print one here.
Documents for the ASAN e-visa
The online form asks for basic data and uploads. Have these ready:
- Passport scan, the photo page, clear and in colour.
- Passport valid for your whole trip, with room to spare.
- Travel dates and the address of your hotel in Baku.
- A bank card that accepts online payments in foreign currency.
- An e-mail address you check, as the e-visa arrives there.
We do not list extra documents because the form itself is the authority. If it asks for something else, upload it as asked.
Steps to apply
- Open evisa.gov.az by typing the address. Avoid sponsored links.
- Pick your nationality. The site tells you if you are eligible.
- Enter your passport details exactly as printed.
- Choose the standard or express service, if both are offered.
- Pay online and keep the receipt.
- Download the e-visa when it arrives and print a copy for check-in.
Processing time
The official time is on the ASAN Visa site and we could not read it. Agency pages in Dubai quote from 3 to 8 business days for their service, and some offer express. Those are agency figures, not government ones. Apply two weeks or more before you fly, and longer in busy holiday weeks.
Why e-visas get refused or delayed
- A typo in the passport number or the name order.
- A blurred passport scan.
- A passport that runs out too soon after the trip.
- Travel dates that do not match your flight.
- Paying on a copycat site, which then never files the application.
How it works with us
You can apply on evisa.gov.az yourself. Many people do. If you would rather hand it over, send your passport copy and travel dates through WhatsApp or the form on this page. A visa adviser first checks whether your passport needs the e-visa at all. If it does, you get one total price before you pay, and it states clearly if the government fee is included. The team fills in the ASAN form, follows it up and sends you the e-visa. DubaiVisaDesk.com is a private visa service with no link to the Azerbaijani state. The Azerbaijani authorities decide every application.
If the e-visa is refused, the state fee is normally lost. Before you pay, your adviser tells you in writing what part of the total, if any, comes back to you.
