UAE residents who need a Belarus visa file it at the Consulate General of Belarus in Dubai. The embassy in Abu Dhabi no longer handles consular work. Citizens of 76 countries can enter visa-free for up to 30 days through Minsk National Airport and five other airports. Indians and some other nationals need an EU or Schengen visa on top. A single entry e-visa costs EUR 60.
Where to file in the UAE
The Belarus embassy site is clear on this. All consular matters, visa applications included, are handled by the Consulate General in Dubai, in Jumeirah Lake Towers. The embassy in Abu Dhabi does not perform consular functions. On its contacts page, reception is Monday to Wednesday, from 10:00 to 13:00, and the page gives as the start of that schedule, so check the current days first.
Visa fees at the consulate are paid in cash, in euros or UAE dirhams, at the First Abu Dhabi Bank rate on the day you file. A visa cannot be issued on the day of submission.
Visa-free entry: the airport rule
Under a presidential decree of , as amended, citizens of 76 countries can enter Belarus for up to 30 days. They must arrive and leave through Minsk National Airport or the airports of Brest, Gomel, Grodno, Mogilev or Vitebsk. Flights to or from Russia do not count, because Belarus treats them as internal.
You need:
- A valid ordinary passport, valid at least 90 days after you leave.
- Money for the stay, set in Belarusian base rates per day.
- Medical insurance of at least EUR 10,000 valid in Belarus.
If you stay more than 10 working days, you must register, unless you sleep in a hotel, where the hotel registers you. The 30 days cannot be extended.
Extra proof for some passports
For citizens of Egypt, Gambia, Haiti, India, Iran, Jordan, Lebanon, Namibia, South Africa, Vietnam and others, the airport rule needs a valid multiple entry visa of an EU or Schengen state with a border-crossing mark in the passport. It also needs a ticket out of one of the listed Belarus airports within 30 days.
Here are common UAE cases:
| Passport | Airport visa-free rule |
|---|---|
| Emirati | Up to 90 days under the visa-free list |
| Indian with used multiple Schengen visa | Up to 30 days, airport entry only |
| Indian with UAE residence only | Not enough, a visa is needed |
| Egyptian with used multiple Schengen visa | Up to 30 days, airport entry only |
| Filipino | Check the full 76-country list first |
We read the exceptions list, but not the full 76-country list, so we cannot say if the Philippines is on it. We check this for you.
The e-visa
Belarus also issues an e-visa to holders of ordinary passports of 68 countries, including the USA, Canada, the EU, Australia, New Zealand, Japan and the UK. It is a single entry visa for up to 30 days, issued through the E-Pasluga portal without any support documents, and decided within seven calendar days. You can then enter at any international checkpoint, road and rail included.
| E-visa item | Amount |
|---|---|
| Consular fee, most states | EUR 60 |
| Consular fee, listed EU states | EUR 35 |
| Internet and service fee, each applicant | EUR 6 |

Consulate visa: what to bring
At the Dubai consulate you file:
- A completed form, signed by you, with no blank lines.
- One 35 by 45 mm photo, taken in the last six months.
- Passport with two blank pages, valid 90 days after you plan to leave.
- Visa support documents for the type you want.
- A medical insurance policy.
- The consular fee.
A tourist visa asks for a letter from a Belarus tourist company, a sanatorium or a rural accommodation host, or a hotel booking for some countries only. It is single or double entry and up to 30 days. A private visit needs an invitation issued by a Belarus migration office.
What Dubai agencies charge
We found one Dubai agency price page, so we show no range. The one agency we found quotes a starting service price, so ask what it includes, and whether the consular fee is on top, before you sign.
Where files go wrong
- Forms with blank lines, or details that do not match the passport.
- A tourist visa with no letter from a Belarus company.
- Arriving by a flight from Russia and calling it visa-free.
- Booking the ticket before the visa is issued.
How it works with us
You send a copy of your passport and any Schengen or EU visa on WhatsApp, or fill in the form on this page. A visa adviser checks the visa-free rules, then tells you if you can use the airport rule, the e-visa or the Dubai consulate. You get one total price before you pay. The team then builds the file and follows it until the visa is ready. DubaiVisaDesk.com is a private visa service. The Belarus authorities decide every application.
The consular fee is not refunded after a refusal. Before you pay us, the adviser tells you in writing which part of our total, if any, comes back in that case.
