Every visitor to Bhutan needs visa approval before travel, UAE residents included. Per UK government advice, you apply through a tour operator, a hotel or the Department of Immigration's website, and pay a one-off, non-refundable USD 40 application fee. Adult visitors also pay a Sustainable Development Fee of USD 100 per night.
The rule
We found no Bhutan page that waives the visa for UAE residents. Approval comes first, then the flight. If you hold an Indian, Bangladeshi or other passport, the same advance approval applies, and the fee schedule can differ by nationality. Ask your operator for the figure that applies to your passport before you pay.

- Currency rules: up to 30,000 Bhutan ngultrum in or out, and USD 10,000 or more in foreign currency must be declared to the Royal Monetary Authority
Getting in
The UK page names Paro International Airport and the Phuentsholing land border as entry points. Some regions need extra permits, and your tour guide arranges them.
Your UAE residence
Keep your Emirates residence valid and your return to the UAE planned. A cancelled residence while you travel can cause trouble at the UAE border on your way back.
