Nothing needs to be bought before an Azerbaijani flies to the UAE. The UAE foreign ministry shows Azerbaijan as visa free, with the free visit visa issued on arrival. Azerbaijan and the UAE also announced a mutual regime on .
The mutual regime
A press release on the Azerbaijani tourism site dated says citizens of both countries can stay in the other's country without a visa for up to three months. It states no conditions. It matches the 90 days in the UAE listing.

Counting your days
The visa on arrival stays valid for 6 months, but the 90 days is the cap on your total time in the country, not 90 days per trip. Keep a note of your entry and exit dates, so you know how many days are left before you need an extension.
Consular help
Search results show an Azerbaijan embassy in Abu Dhabi with a consular section, and a Consulate General in Dubai. The official pages did not open for us, so we cannot confirm hours, services or fees. Check the embassy website before a visit.
