Dubai Visa for Libyans: Rules, Fees and Honest Limits

Libyans need a UAE visa before they travel. The UAE ministry lists the State of Libya as visa required, with no visa on arrival. A tourist visa comes through a Dubai tourism company or a UAE airline, and a relative with UAE residence can sponsor a visit visa. Because reports say some nationalities face limits, we check your case before we promise anything.

The limit we cannot confirm

Media reports from September 2025 said the UAE stopped new tourist and work visas for nine nations, Libya among them, until further notice. We read one such report and found no UAE official page that states it. So we do not tell you it is in force, and we do not tell you it is not. What we do is check your passport on the filing screen before you pay us anything. If the file cannot go in, you hear that first.

A company or airline. For a holiday, a licensed Dubai tourism company or a UAE airline files the tourist visa.
A relative in the UAE. ICP lists AED 4,000 a month for first-degree relatives and AED 8,000 for second and third degree. Friends need AED 15,000.
An employer. A job needs a work permit and residence visa filed by the employer, not a visit visa.

Documents to prepare

Passport valid at least 6 months from arrival.
A clear colour scan of the bio page.
A passport photo on a white background.
A return or onward ticket.
Health insurance valid in the UAE.
For a family visit, the host's Emirates ID and residence visa, salary proof and proof of the relationship.

How long it takes

GDRFA lists 48 hours for a complete tourist file and ICP lists 2 days for a visit visa. Add time for gathering papers and any question from immigration. Apply well before the flight. For the process, see our Dubai visa processing time guide.

If you are travelling to or from Libya

The UK FCDO, updated 21 July 2026, advises against all travel to Libya except the cities of Tripoli, Benghazi, Al-Bayda, Derna and Misrata, where it advises against all but essential travel. Its entry page also says a passport must be valid for the length of the stay, and that a passport showing previous travel to Israel will not be accepted for travel to Libya. This is advice for British citizens. It is useful if you travel with relatives on other passports.

The UAE foreign ministry page for its embassy to Libya lists three services: services for UAE citizens, attestation and visas. The detail pages did not load for us. We do not know what a Libyan applicant can file there, so we do not describe it.

Directory listings place the Libyan embassy in Abu Dhabi, with passport and attestation services. We found no official Libyan page to read, so we list nothing more.

Not under the rule the UK FCDO quotes. Its page says a passport showing previous travel to Israel will not be accepted for travel to Libya. Check this with Libyan authorities before you fly if you have a foreign passport.
