A Namibian passport needs a Dubai visa before you board, because Namibia is on the UAE visa required list. The usual route is a GDRFA tourist visa filed by a licensed Dubai company: AED 210 for 30 days, AED 315 for 60 days. If you have family in the UAE, an ICP visit visa is the other way in.
Tourist visa fees

What to collect in Windhoek
Gather a passport with at least 6 months left, a scan of the photo page, a recent photo, an onward ticket and travel insurance that covers the UAE. For a family stay, the host adds an Emirates ID, a residence visa, a salary certificate and proof of the relationship.
Third degree relatives
ICP counts three degrees. First is father, mother, spouse, son and daughter. Second is siblings, grandparents and grandchildren. Third is uncle, aunt and cousins. So a cousin in Abu Dhabi or Dubai can invite you. ICP charges AED 100 for the application and AED 100 a month on single entry. Salary tiers are on the family visit visa page.
Mission in the UAE
No official page we could read lists a Namibian embassy in the UAE, and the Namibian foreign ministry site did not open. Ask the ministry which office handles consular cases for people here.
Longer stays
You can extend a tourist visit inside the UAE up to 120 days in total, and a relative stay up to 180 days. The steps are on Dubai visa extension.
