Samoa is listed as visa required by the UAE foreign ministry. That means the Dubai visa has to be in your hands before you leave Apia, and the trip is long enough that a missed document costs days. We prepare the e-visa application and check every paper. The GDRFA fee is AED 210 for a 30-day single entry.

Timing a long trip
Pacific routes to Dubai often take more than one connection. The permit has to be used within 60 days of issue, so ask for it when your ticket is bought, not months earlier. If a connection city wants a transit visa from Samoan passports, that is a separate rule we check with the airline route.

Family in the UAE
A relative who holds UAE residence can sponsor you through ICP. The visit can run 30, 60 or 90 days and needs a refundable guarantee of AED 1,000 for a single entry. Their salary has to reach the tier for your relationship.
What we could not find
There was no Samoan embassy page for the UAE and no notice from Samoa about entering the UAE in the sources we could read. We do not guess. For passport help abroad, start with Samoa's foreign ministry.
