Permanent residency in the UAE

There is no permanent residency in the UAE. The longest permits are the golden visa, issued for 10 years by ICP and GDRFA, and the 5-year green visa. Both renew.

UAE permanent residency does not exist. No page on u.ae, ICP or GDRFA offers a permit without an end date. What comes closest is the golden visa, which ICP and GDRFA now issue for 10 years (older u.ae text still says 5 for some categories), and the 5-year green visa. Both renew without a sponsor. Emirati citizenship is given by nomination only, never by application.

Many sites sell "permanent residency in Dubai". What they mean is one of the routes below. Knowing which one saves you from paying for a promise the law does not make.

What exists instead

Route Length Sponsor Main condition
Golden residence 10 years at ICP and GDRFA None AED 2,000,000 in property, deposit or company; AED 30,000 salary; talent; top grades
Green residence 5 years None AED 15,000 salary with a degree, AED 360,000 freelance income over two years, or an investment
Retiree residence 5 years None Age 55, 15 years of work, plus property, savings or income
Property owner residence 2 years None Completed Dubai property, any value for a sole owner

All four renew. None of them is permanent. The difference from a job visa is that no employer can cancel them.

Why golden is the closest thing

Three things make the golden visa feel permanent:

  • It skips the 180-day rule. A normal resident who spends more than 180 days in a row abroad loses the residence. Golden holders do not. The permit is void only if it expires while you are outside the UAE.
  • It renews on the same terms. GDRFA renews it with the same fee lines as the first issue.
  • Your family is covered. You can sponsor a spouse, children of any age and parents, and if you die, they stay until their own permits expire.

But conditions stay attached. A golden permit on the salary route is cancelled if your pay drops below AED 30,000. A property golden holder cannot sell during the 10 years, because DLD records a lien on the title.

What the long-term routes cost

Route Official fee
Golden, property, through DLD AED 9,884.75 package
Golden, other routes, GDRFA AED 1,100 permit, AED 10 and AED 10, AED 20 delivery, AED 500 if inside the UAE
Green, GDRFA AED 200, AED 10 and AED 10, AED 20 delivery
Retiree, through DLD AED 6,984.75 package
Property owner, 2 years, DLD AED 10,212.50 package

Sources: DLD service pages and GDRFA residence pages, checked . GDRFA adds AED 100 a year over two years on its permits. Medical, Emirates ID and insurance are on top unless the package includes them. More on the golden visa cost page.

Citizenship by nomination

A UAE passport is the only truly permanent status, and you cannot apply for it. In the UAE announced that investors, doctors, specialists, inventors, scientists, talented people, intellectuals, artists and their families can be granted Emirati nationality. The nomination comes from the Rulers' Courts, the Crown Princes' Courts, the executive councils or the Cabinet. Investors must own property in the UAE. You may keep your current nationality, and the grant can be withdrawn.

If someone offers to "file" a citizenship application for a fee, walk away. There is no form to file.

Documents for the long-term routes

  • Passport valid at least 6 months and a white background photo
  • Proof of the condition: title deed, bank certificate, salary certificate, trade licence, nomination letter or attested grades
  • Medical fitness result if you are 18 or over
  • Health insurance for you and your family

How to move from a job visa to a long-term one

  1. Check the salary first. At AED 15,000 with a bachelor's degree you may fit green. At AED 30,000 and MOHRE level 1 or 2 you may fit golden.
  2. Count your assets. Property or savings of AED 2,000,000 points to golden. A completed Dubai property of any value points to the 2-year owner visa.
  3. If you are 55 or over with 15 years of work, look at the retiree route.
  4. Apply for the new residence before the old one is cancelled, so you never fall into a gap between permits.

Processing time

GDRFA lists 48 hours for golden skilled professionals and 5 days for investor files. DLD property files take 7 to 10 business days. Citizenship has no published timeline because it is not an application.

Common mistakes

  • Paying for "permanent residency". The best anyone can deliver is a renewable permit.
  • Assuming golden cannot be lost. It can, if the condition you qualified on goes away.
  • Mixing up Abu Dhabi rules. Abu Dhabi asks for AED 2,000,000 of your own capital for property golden, with a mortgage allowed only above that. See golden visa in Abu Dhabi.
  • Confusing foreign permanent residence with UAE residency. A Canadian or US permanent resident card can help some nationalities get a short UAE visa. Read Dubai visa with a US, UK or EU visa.

Indian nationals asking about "Dubai permanent residence for Indians" have the same options as everyone else. The golden visa for Indians page covers attestation of Indian documents. For a side-by-side view, see golden visa vs green visa.

Questions people ask

Does the UAE offer permanent residency?

No. We found no permanent residency product on u.ae, ICP or GDRFA. Every residence has an end date. The golden and green visas are the long-term options, and both are renewed rather than granted for life.

Is the golden visa the same as permanent residency in Dubai?

No, but it is the closest thing. It lasts 10 years at ICP and GDRFA, needs no sponsor, ignores the 180-day rule and renews on the same terms. If you stop meeting the condition, such as the salary, it can be cancelled.

Can I buy permanent residency in Dubai by investing?

You cannot buy a permanent status. Property of AED 2,000,000 or a deposit of AED 2,000,000 qualifies you for the 10-year golden visa. Smaller property holdings can give a 2-year owner residence or a 5-year retiree residence if you are 55 or over.

How much does long-term residency in the UAE cost?

For property owners in Dubai, the DLD golden package is AED 9,884.75. On other golden routes, GDRFA charges AED 1,100 for the permit plus small fee lines. The green residence permit is AED 200 plus the same small lines.

Can a foreigner become a UAE citizen?

Only by nomination. Under the rules announced through WAM, investors, doctors, scientists, inventors, artists and their families can be nominated by the Rulers' Courts, Crown Princes' Courts, executive councils or the Cabinet. There is no application form.

I have permanent residence in Canada or the US. Do I need a visa for Dubai?

That depends on your passport. Indian nationals with a US green card, or a residence permit from Canada and some other countries, can get a 14-day or 60-day UAE visa through ICP. Other nationalities follow their own passport rule.
