Rwanda issues a visa on arrival, and it can also be applied for online. The Rwanda immigration page gives USD 50 for single entry, valid 30 days. The fee is waived for nationals of countries with a visa waiver arrangement, including African Union, Commonwealth and La Francophonie members. Your UAE residence does not change the rule.
What the Rwanda immigration page says
The visa on arrival is issued at the border post, online, at the immigration office, or at a Rwandan diplomatic mission in the applicant's country of residence. It is valid for 30 days for single entry or 90 days for multiple entries. Online applications go through irembo.gov.rw.

Which passports get the waiver
The page names three groups: the African Union, the Commonwealth and La Francophonie. If you hold a Kenyan, Nigerian or Egyptian passport, check that your country sits in one of them. We do that check for you, because the page does not list the countries one by one.
Why file before you fly
Arrival counters are a poor place to learn that your passport does not get the waiver. We prepare the online application, confirm the fee and keep the approval with your ticket. You still carry the passport and the returned approval.
Rwanda in the UAE
Rwanda has an embassy in Abu Dhabi and a general consulate in Dubai, both opened in per the UAE foreign ministry. The embassy site lists services such as criminal record certificates and document legalisation, mostly through Irembo. We did not see visa fees there.
