Tonga has no confirmed mission in the UAE, so UAE residents deal with its visitor visa from outside the country. The Tonga embassy in Beijing processes visitor visas for a non-refundable USD 69.00 and asks you to allow 5 working days. Whether you need that visa depends on your passport.
What we do

Source: Tonga embassy in Beijing, visitors visa page, checked . The page does not say who gets visa on arrival. A tourism guide site reports it for visa-waiver passports and says non-waiver passports need an entry permit before arrival. We could not confirm that on a government page.

The UAE side
The UAE does not have a resident ambassador in Tonga. On its non-resident ambassador presented credentials to King Tupou VI. That shows the link, but it gives UAE residents no counter in Dubai.
