If you live in Kuwait but do not hold a GCC passport, you need a UAE entry visa before you fly to Dubai. The GCC resident visa gives 30 days, extendable once. GDRFA charges AED 52.5, AED 100 and AED 100, and states 48 hours. Your Kuwait residence must run at least a year past your arrival, and your job title must be on the approved list.
Citizen or resident: who this page is for
A Kuwaiti passport holder walks into the UAE with no visa. The UAE foreign ministry shows the State of Kuwait as visa free (). A Kuwait resident from another country is a different case. An Egyptian accountant in Salmiya, a Filipino nurse in Farwaniya or an Indian engineer in Ahmadi all need an entry visa first, unless their own passport is on the UAE visa on arrival list. The general rule for all five Gulf states is on the GCC residents page. This page covers what is particular to Kuwait.
Kuwait to Dubai: flying is the realistic route
Kuwait has no border with the UAE. It borders Saudi Arabia and Iraq, so a road trip means crossing the whole of Saudi Arabia and needing Saudi entry permission as well. Most residents fly. That suits the visa: the e-visa is checked at the airline desk and again at UAE immigration, so carry a printed copy.
The UK government warns that foreign nationals must use an authorised land border crossing and get an exit or entry stamp before they continue (). That is Kuwait-Saudi advice, but it shows why the road is a poor choice for a weekend in Dubai.

Use GDRFA when you land at Dubai and ICP for the other emirates. If your job title is not accepted, the fallback is a normal tourist visa. GDRFA lists AED 210 for 30 days single entry and AED 315 for 60 days, with no deposit. See the 30-day Dubai visa.
What Dubai agencies charge
We found no consistent published agency price for the GCC resident visa, so we show no range.
What the UAE side needs from you
- Kuwait residence permit with at least one year left from the day you land
- Passport valid at least 6 months
- A residence card copy where the job title is readable
- A photo on a white background
- For each family member: their own passport copy and photo
The stay is 30 days, extendable once for another 30. GDRFA's extension fee is AED 600 plus 5% VAT. That makes 60 days the most you get.
Kuwait-side paperwork people forget
Check these before you pay for a ticket. They sit outside the UAE visa, but they stop trips.
- Unpaid bills and fines. The UK advice for Kuwait says foreign nationals must pay traffic fines, phone bills and utility bills before they leave, and that you can be stopped if they are unpaid. A commercial dispute can also hold you back.
- Exit permit. Gulf News reported that private-sector expat workers need an employer-approved exit permit, requested through the Sahel app or the Ashal portal. This is a media report, not an official page we read, so confirm with your employer.
- Time abroad. Gulf News reported a six-month limit on expat absence without a permit. A weekend trip does not touch it, but a long stay in the UAE might.
How it works with us
Send your passport and your Kuwait residence card on WhatsApp, or fill in the form on this page. A visa adviser reads the job title first, because the whole case turns on it, and tells you at once if it is unlikely to pass. You get one total price before you pay, for everyone on the trip. The team files each application, answers any request from GDRFA or ICP and sends you the e-visas. DubaiVisaDesk.com is a private visa service. The UAE authorities decide every visa.
If a visa is refused, the government fees are not returned by the authorities. Before you pay, your adviser writes down which part of our total, if any, would come back.
Why Kuwait residents get stopped
- The job title on the card is not on the GDRFA list, which it assesses case by case.
- The residence expires within a year of arrival.
- The card copy is cropped, so no title shows.
- A family member rides on your form instead of filing their own.
- The traveller cannot leave Kuwait because of an unpaid bill or a missing exit permit.
