Andorra does not issue visas. Visit Andorra says the principality is not part of the Schengen area and requires no visa to enter, but it can only be reached through Spain or France. So the question for a UAE resident is whether your passport needs a Schengen visa. We check that and file it with two entries when needed.
The rule in plain terms
Three points from the Andorran tourist office:
- No visa is needed to enter Andorra itself.
- You get there through Spain or France, both in the Schengen area.
- A non-EU traveller who needs a Schengen visa must hold one that allows at least two entries, to go into Andorra and then re-enter the Schengen area.
The last point is the one people miss. A single entry visa is used up when you land in Spain. Leaving for Andorra and coming back then needs a new visa.
Passport first, residence second
Your UAE residence permit supports a Schengen file, but it is not an entry right. The passport you hold decides if a visa is needed. Holders of passports that Schengen waives need nothing extra. Documents on the Andorra side
Visit Andorra asks non-EU visitors for a valid passport. It adds that purchases taken back to the EU are free of customs duties and taxes up to set limits per person, so read the limits before you shop.

Getting the two entries
Say on the application that you will visit Andorra and re-enter Schengen. Ask for a visa with at least two entries. The consulate decides the number of entries, and we cannot promise it.
