Treat the Papua New Guinea passport as visa required until the UAE list changes. UAE MOFA shows it that way, but the PNG government says an exemption deal was signed on . We read both pages and cannot see a start date.
The PNG announcement
The PNG release says the deal waives entry visas for diplomatic, official and ordinary passports, up to 30 days each way. It adds that PNG citizens are "eligible to enter the United Arab Emirates without a pre-arranged Visa". No start date appears.
The UAE list
MOFA's page, read in , still has Papua New Guinea under visa required. Check-in staff follow lists like that, not press releases, so a visa is the safe plan.

Timing and common mistakes
GDRFA lists 48 hours for a complete tourist file, and ICP lists 2 days for a sponsored visit. Files stall on a short passport, a blurred scan, or a return ticket that ends after the visa. Apply at least a week ahead, and do not rely on the waiver until the UAE list shows it.

The UAE foreign ministry directory page we tried did not show a PNG mission, so we name no local office.
