Most UAE residents do not need to buy a visa for Samoa. The Samoa High Commission says most foreign passport holders receive a free visitor permit on arrival, valid for 90 days. You still need an onward ticket, a passport with six months left and proof of funds. We check these papers with you before you leave Dubai.
What the High Commission says
The Samoa High Commission page on visas and passports describes a visitor permit given at the border. Its conditions are plain, and an officer can ask for any of them.

The page names no passports that must get a visa first. That does not prove none exist, so we read the rule for your passport before you buy a ticket.

- Emirates ID, so the airline sees your UAE status when you leave
Why people get stopped
- No onward ticket, or one booked for a date after the permit would end.
- A passport that runs out inside six months.
- No proof of money or accommodation.
- A health or security flag raised at the border, which we cannot see from here.
