A Bulgarian passport lands in Dubai with no visa fee. The UAE Ministry of Foreign Affairs lists the Republic of Bulgaria as visa free: the permit on arrival is multiple entry and valid 6 months, for up to 90 days in total. We pick up from there, with extensions, relatives on other passports and residence.

How the 90 days count
The visa on arrival lasts 6 months, but you may stay only 90 days in total inside it. Add the days of every trip. A tourist stay can reach 120 days with extensions, and never more. Plan a work or investor permit if you want a longer base. The visit visa guide explains the difference.
Work is a different permit
A visit permit does not allow work. Bulgarians who take a job in the UAE need an employer sponsored work permit and a residence visa. The employer files these. Do not start work on the arrival visa and "fix it later".
Consular help
A search result for the Bulgarian foreign ministry's listing showed a Consulate General in Dubai and an embassy in Abu Dhabi. It also said the Dubai consular section works by appointment since . The mfa.bg pages blocked our fetch, so we could not confirm it. Look at the ministry's site for services and booking.
