A citizen of the Commonwealth of Dominica with an ordinary passport needs a UAE visa before travel. The foreign ministry lists Dominica as visa required. A visa agreement announced in gave ordinary passports access to an e-visa. We file it and check the file first.

A press report of the same agreement says that people who hold Dominica passports through the citizenship by investment programme can apply for an ordinary passport to use the e-visa route. We have not seen a UAE page on that point.
Cost
GDRFA's tourist visa fee is AED 210 for 30 days and AED 315 for 60 days, single entry, VAT included. Multiple entry is AED 315 for 30 days. Source: GDRFA service pages, checked . Dubai agencies publish about AED 340 to AED 800 for the 30-day single entry visa (8 agencies, checked ).
The Dominica embassy
Dominica opened its first embassy in the Middle East in Abu Dhabi. Per its site, all Dominica passports are issued in Dominica, and the embassy takes renewal applications. It also gives non objection certificates (you appear in person before a consular officer), document authentication and certificate attestation. Fees can be paid in US dollars, UAE dirhams or by bank transfer. UAE visas are not on its list.
