A Turkmen passport needs a Dubai visa before you fly. The UAE foreign ministry lists Turkmenistan as visa required. A Dubai tourism firm, hotel or airline files a GDRFA tourist visa for AED 210 (30 days) or AED 315 (60 days), single entry, with 48 hours listed. A resident relative can sponsor you through ICP.
Two sets of rules, two sets of offices
People mix up the UAE's visa and the Turkmen paperwork. They are separate.
- UAE tourist visa: filed by a UAE company, airline or sponsor. Not by the Turkmen embassy.
- Turkmen documents: passport services, attestation and document checks, handled by the embassy and consulate.
What the Turkmen missions in the UAE list
The Embassy of Turkmenistan in Abu Dhabi lists visa procedure, document attestation, services for Turkmen citizens abroad and document verification. Its consular section is open Monday to Friday from 9:00 to 18:00, with a break from 13:00 to 14:00.
The Consulate General in Dubai lists the same kind of services: consular service, visa procedure, attestation, document requisition and document verification. You must book first. Walk-in requests are not accepted, and scanned copies go in before the appointment for a first review.

Papers for the UAE file
- Turkmenistan passport, 6 months or more left
- A glare-free scan of the photo page
- Photo on white
- Ticket back out and UAE health cover
- For family hosting: the host's Emirates ID, visa and proof of relationship
If a document is in Turkmen or Russian, tell us early. Attested copies, if a sponsor asks for them, come from the Turkmen missions above.
What can go wrong

- A sponsor below the ICP income level (AED 4,000 for close family, AED 8,000 for siblings, AED 15,000 for friends)
- A past overstay
