Golden visa for scientists and researchers

Scientists qualify on a recommendation from the Emirates Scientists Council. The usual bar is a top-ranked master's or PhD, an FWCI of 1.0 and an h-index of 10.

The UAE golden visa for scientists and researchers needs a recommendation from the Emirates Scientists Council. In Dubai, GDRFA sets the bar: a PhD from a top 500 university or a master's from a top 250 one, in engineering, technology, life sciences or natural sciences, with an FWCI of 1.0 and an h-index of 10. A Scopus h-index of 20 replaces both. GDRFA states 48 hours to issue.

This page is for active researchers. If you hold a PhD but your case rests on your job and salary, skip to the section on PhD holders below.

The thresholds, one by one

Test Rule Where to find your number
Degree PhD from a top 500 university, or master's from a top 250 university University ranking recognised by the Ministry of Education
Field Engineering, technology, life sciences or natural sciences Your degree title
Citation impact FWCI of 1.0 or more Your Scopus or SciVal profile
Productivity h-index of 10 or more Your Scopus author profile
Exemption Scopus h-index of 20 or more, or R&D achievements Scopus, patents, funded projects
Accreditation Degree accredited by the Ministry of Education Equivalency report for a foreign degree

What the two metrics mean

FWCI (Field-Weighted Citation Impact) compares the citations your papers get with the world average for papers of the same type, field and year. A score of 1.0 is exactly average. A cell biologist and a mathematician can be compared fairly with it, which is why the council uses it.

h-index is the largest number h where you have h papers each cited at least h times. An h-index of 10 means 10 papers with 10 or more citations each.

You need both on the standard path. A Scopus h-index of 20 is the shortcut: researchers above it skip the FWCI and h-index 10 pair. GDRFA also accepts research and development achievements as an exemption, but does not define them. Patents and industry R&D records are the obvious evidence; ask the council how it weighs yours.

PhD holders without a research record

Many people search for a golden visa for PhD holders. Here is the honest answer: the doctorate on its own does not qualify you. You have two options.

  • The scientist route, if your publications meet the thresholds above.
  • The salary route, where the PhD covers the degree rule. You then need a UAE work permit at MOHRE level 1 or 2 and at least AED 30,000 a month. See the skilled professionals golden visa page.

Engineers with a doctorate often fit both. Our golden visa for engineers page compares them.

Abu Dhabi differences

ADRO uses the same FWCI and h-index figures and asks for a Scopus h-index above 20 for the exemption. It adds a second degree option: a master's or PhD from one of the top 100 universities in your specialism. Nominations go to the Ministry of Industry and Advanced Technology rather than through ADRO. Your file

  • Passport copy
  • PhD or master's certificate, with the Ministry of Education equivalency report if earned abroad
  • Scopus author profile export showing h-index and FWCI
  • List of publications, patents and funded projects
  • Recommendation from the Emirates Scientists Council
  • ICP approval
  • Health insurance for you and your family

The recommendation is not the final word. GDRFA reviews the file and gives final approval in Dubai.

Fees

GDRFA line AED
Permit issuance AED 1,100
Knowledge Dirham AED 10
Innovation Dirham AED 10
Inside the country AED 500
Delivery AED 20

Source: GDRFA specialised scientists page, checked . GDRFA notes that issuance rises by AED 100 a year whenever residency is over two years, and gives no 10-year total. ICP's own lines are AED 100 application, AED 100 per year and AED 100 smart services. Medical and Emirates ID are separate; the golden visa cost page lists them.

Dubai Amer centres publish all-in prices of AED 2,711.75 to AED 2,992.90 for this residence stage, with PhD holders and scientists named on one of the lists (published prices of 2 centres, checked ). Medical and Emirates ID are extra.

Timing

GDRFA gives 48 hours to issue once the file is complete. The council's recommendation comes before that, and no official page states how long it takes. If you are abroad, ICP issues a 6-month multiple-entry entry visa so you can finish the process in the UAE, and it can be extended once for AED 1,000. Check the golden visa processing time page for other stages.

Why scientist applications fall short

  • University outside the ranking band. A strong PhD from a university ranked below 500 does not pass this route.
  • Field outside the list. Social sciences and humanities are not named.
  • h-index from Google Scholar. The rules cite Scopus. Google Scholar figures are usually higher and will not match.
  • FWCI under 1.0. A long publication list with few citations fails the impact test.
  • Unaccredited degree. The Ministry of Education equivalency must be in place first.

How it works with us for researchers

Send your passport, degree and Scopus profile on WhatsApp or through the form on this page. A visa adviser compares your ranking, field, FWCI and h-index with the published thresholds and says plainly whether the scientist route or the salary route is stronger. You get one total price, confirmed before you pay. The team then prepares the residence file once your recommendation is in, files it, and follows up through medical, Emirates ID and issue. DubaiVisaDesk.com is a private visa service. The council recommends, and GDRFA or ICP decides.

If the permit is refused, the authorities keep the government fees. Before you pay, the adviser sets out in writing what part of our total, if any, would be returned.

How a scientist applies for the UAE golden visa

  1. Check your metrics

Pull your FWCI and h-index from Scopus, or confirm a Scopus h-index of 20 or more.

  2. Check the degree and ranking

A PhD from a top 500 university or a master's from a top 250 one, in a listed field, accredited by the Ministry of Education.

  3. Request the recommendation

Apply to the Emirates Scientists Council with your record. In Abu Dhabi, the nomination goes to the Ministry of Industry and Advanced Technology.

  4. File the residence

With the recommendation and ICP approval, apply to GDRFA in Dubai or to ICP, and buy health insurance.

Questions people ask

Can PhD holders get the UAE golden visa?

A PhD alone is not enough. On the scientist route the PhD must come from a top 500 university and you need an FWCI of 1.0 and an h-index of 10, or a Scopus h-index of 20, plus a recommendation from the Emirates Scientists Council.

What fields count for the scientist golden visa?

GDRFA lists engineering, technology, life sciences and natural sciences. Researchers in other fields should ask the council before applying, or look at the salary or creative routes.

What is FWCI and why does the golden visa ask for it?

Field-Weighted Citation Impact compares how often your papers are cited with the world average for similar papers in the same field and year. A score of 1.0 means exactly the world average. The scientist route asks for at least 1.0.

Do I need an h-index of 10 or 20?

Both appear. The standard rule pairs an h-index of 10 with an FWCI of 1.0. A Scopus h-index of 20 or more, or proven research and development achievements, exempts you from that pair.

Is a master's degree enough for the scientist golden visa?

It can be, if it comes from a university ranked in the world top 250 and your publication record meets the FWCI and h-index rule. A PhD gets more room: top 500.

Can a PhD holder use the salary route instead?

Yes. A PhD satisfies the degree rule of the skilled professional route, which then needs a UAE job at MOHRE level 1 or 2 paying at least AED 30,000 a month. No council recommendation is needed there.

How does Abu Dhabi treat scientist applications?

ADRO uses the same thresholds and adds an option for a master's or PhD from a top 100 university in your specialism. It routes the nomination to the Ministry of Industry and Advanced Technology.
