North Korea is not a normal destination for UAE residents. The UK foreign office, updated , advises against all but essential travel. The borders have been closed to general entry since , and not all passenger routes have resumed. We do not file visas for it.
What the warning says
The UK advice says support is severely limited because the British Embassy in Pyongyang remains closed. It notes that routine lack of access to the internet and mobile networks makes it almost impossible to communicate outside the country. The few British people who go are usually part of an organised tour.
If your passport is from another country, read your own government's advice. Most have nothing like an embassy to call.

The UAE side
The UAE foreign ministry said on that it ended its diplomatic presence with North Korea and stopped issuing entry visas for North Korean citizens. That is a UAE rule about North Koreans coming here, not about UAE residents going there, but it shows there is no embassy to help you in Abu Dhabi.
